The Patriots won 2 weeks ago against the jets, a team that sucks, who had 9 wins (9-2). The jets, of course became 9-3, which was the record of the next week patriots opponent, the bears.
Last week, the Patriots beat the bears, who also had 9 wins (9-3).
The bears record became 9-4, which is the record of the next week opponent, the packers.
Likewise, the jets also became 9-4, which is the record of the packers and the bears.
This week, the Patriots play the packers, who also have 9 wins (9-4).
It is inevitable that the jets, the bears, and the packers all will become 9-5 this week.

Celtics Win Again
The Boston Celtics, The Greatest Franchise In The History Of Sport, won easily last night, beating up the bulls in overtime.

My teams have been winning lately.
UH beat up someone on the road, 45-7, to go 6-2. 1 medium game, 1 hard game, and 3 really easy games left. 9-3 plus 1 game. Could be 10-3 or 9-4.

UH
UH beat the 19th ranked U of Nevada last night at Aloha Stadium. 5-2 at this point. The last three games are incredibly easy. Three others are hard, with one at Boise State probably impossible. So, it looks like 8-3, with 2 others I can't predict.
10-3, 9-4, or 8-5. All of these results are good, and get the Warriors into a bowl.

A pit bull found in a wooden shack in Cruz Bay was brought to the Animal Care Center.
After residents complained, staff from the Police and Public Works departments launched a cleanup Tuesday of an area in Cruz Bay troubled by crime, vagrancy and illegal drug activity.
Crews removed a plywood shack, as well as piles of trash. They also cut down the bush in the area to improve visibility.
“But they come right back,” said the owner of the nearby Banana Deck restaurant, who would give her name only as Kristin.
People who frequent that area steal items from her restaurant, including cans of soda when the restaurant was closed, she said.
During the latest cleanup, crews discovered a pit bull living in the plywood shack. Police took it to the Animal Care Center.
“She was covered in fleas and ticks,” said Kimber Marner, an animal care technician at the shelter Thursday.
The dog immediately got a flea and tick bath, but Marner said that by Thursday the dog needed another bath because the first one didn’t get rid of all the fleas and ticks.
No one was arrested during the cleanup.
This is the third time this year Police and Public Works crews cleaned up the area, Police Department spokesman Melody Rames said.
"This is an effort to rid several areas in the community where loiterers and vagrants hang out in bushes to conduct illegal activities. By clearing out the area it will give police and the community higher visibility into the area," Assistant Police Commissioner Raymond Hyndman said in a press release.
The heavily vegetated area, located across from Raintree Court in Cruz Bay, is about 1.5 acres in size and home to local fruit trees and wild vegetation. Deputy Police Chief Darren Foy said the area has been used to store stolen items and for drug use.

Not for Profit: Fish Bay Native Plant Garden

With a $3,325 Urban and Community Forestry grant and 200-hours-and-still- counting of hard labor, a small group of Fish Bay, St. John, residents created a Native Plant Garden on land owned by the Island Resources Foundation.
The garden sits right along Marina Drive, the main road through Fish Bay, and is adjacent to the Fish Bay gut. All are welcome to visit.
“We are trying to educate property owners about all the good plants we have in the area. And we’re trying to stop clear cutting,” Terry Pishko, president of the Estate Fish Bay Owners Association, said.
Clear cutting of property when landowners build homes has been an issue across St. John. Pishko hopes that if the landowners see that they have plants good for landscaping on their property they will think before they bulldoze them down.
The small shady garden has paths that wend this way and that. On the land among the paths grow a huge profusion of plants native to the island. One is solanum concarpum, a rare plant that grows only on St. John. Area scientists hope that the U.S. Fish and Wildlife Service will eventually include it on the Endangered and Threatened Species List. Another plant, the marron bacara, was long thought to be extinct, but is growing in the Native Plant Garden.
Other plants include examples of tyre palm, bay rum, black calabash, guavaberry, hoopvine, pepper cinnamon, and wattapama. A full list is available on the Estate Fish Bay Owners Association website.
The Estate Fish Bay Owners Association got the Forestry grant because the organization developed the project for the good of the community, Marilyn Chakroff, forest stewardship coordinator at the Agriculture Department, said.
The grant money went to pay for lumber to line the edges of the path, gravel, signs, peat moss, and tags. Additionally, the grant funded the cost of a consultant to identify the valuable native plants on the property and a contractor to create the paths.
Clearing the property of plants like catch and keep and sweet lime as well as creating the paths took about a year, Pishko said, but board member Allan Weinstock continues to expand the pathways and keep up with the garden’s considerable amount of maintenance. Weinstock said he’d like to build a small bridge over a small side gut off the Fish Bay Gut.
However, like Pishko and most other volunteers who developed the garden, Weinstock is retired and getting past the point in his life where he want to do the heavy work required to expand the project and keep the garden looking good.
“It’s an ongoing project. Maintenance is the biggest issue,” he said.
Both he and Pishko said they wish some younger residents would volunteer to help out.
“But it’s hard to interest them,” Pishko said.

A. This tariff must be posted in all public vehicles used as a taxi.
B. The charges not listed on this tariff shall be arrived at by using the nearest tariffed place crossed and the next tariffed place ahead, based on the one nearest to the passenger's destination.
C. Taxi drivers must adhere to Rules and Regulations Governing Taxi Operators while on duty (259-52 R. & Regs.). These rules include: "A Taxi Operator, while on duty, shall not refuse a passenger unless the passenger is intoxicated and disorderly or in possession of a pet or animal (other than a seeing-eye dog) that is not properly and adequately secured in a kennel case or other suitable container. There shall be no charge for the seeing-eye dog."
D. Round–trip fares: double the one way fare plus waiting charges.
E. Waiting charges: $0.25 per minute after first ten minutes.
F. Radio call: one-third plus the basic fare.
G. Between midnight and 6:00 a.m., there shall be an additional charge of $2.00 per trip for out-of-town fares; there shall be an additional charge of $1.50 per trip for in-town fares.
H. Within town limits: $3.00 minimum.
I. Any person requesting taxi exclusively for himself must pay for a total of six seats, using the price from the three or more persons each column. (e.g. From Cruz Bay to Trunk Bay two persons must pay for four additional seats – two persons will pay $9.00 plus $16.00 for the four additional seats, three persons must pay for three additional seats).
J. For boxes, suitcases, grips, and liquor boxes, the charges shall be $1.00 each, after the first one. For excessively heavy or oversize pieces, a price shall be agreed upon between the taxi operator and the passenger.
K. All taxis must have ON-DUTY/OFF DUTY signs posted. When on duty, taxis must pick up passengers going in the same direction, unless as stipulated in provisions "I & C" of this section, or, unless a contract or franchise has been awarded to a specific group of persons.
L. All children six (6) years of age and under will pay half price.

ADDITIONAL CHARGES AND SPECIAL PROVISIONS
FROM ANY TERMINAL POINT
A. This tariff must be posted in all public vehicles used as a taxi.
B. The charges not listed on this tariff shall be arrived at by using the nearest tariffed place crossed and the next tariffed place ahead, based on the one nearest to the passenger's destination.
C. Taxi drivers must adhere to Rules and Regulations Governing Taxi Operators while on duty (259-52 R. & Regs.). These rules include: "A Taxi Operator, while on duty, shall not refuse a passenger unless the passenger is intoxicated and disorderly or in possession of a pet or animal (other than a seeing-eye dog) that is not properly and adequately secured in a kennel case or other suitable container. There shall be no charge for the seeing-eye dog."
D. Round–trip fares: double the one way fare plus waiting charges.
E. Waiting charges: $0.25 per minute after first ten minutes.
F. Radio call: one-third plus the basic fare.
G. Between midnight and 6:00 a.m., there shall be an additional charge of $2.00 per trip for out-of-town fares; there shall be an additional charge of $1.50 per trip for in-town fares.
H. Within town limits: $3.00 minimum.
I. Any person requesting taxi exclusively for himself must pay for a total of six seats, using the price from the three or more persons each column. (e.g. From Cruz Bay to Trunk Bay two persons must pay for four additional seats – two persons will pay $9.00 plus $16.00 for the four additional seats, three persons must pay for three additional seats).
J. For boxes, suitcases, grips, and liquor boxes, the charges shall be $1.00 each, after the first one. For excessively heavy or oversize pieces, a price shall be agreed upon between the taxi operator and the passenger.
K. All taxis must have ON-DUTY/OFF DUTY signs posted. When on duty, taxis must pick up passengers going in the same direction, unless as stipulated in provisions "I & C" of this section, or, unless a contract or franchise has been awarded to a specific group of persons.
L. All children six (6) years of age and under will pay half price.

Though passing hundreds of miles north of the V.I., Hurricane Igor may have claimed a victim here Friday when big seas whipped up by the storm swept a 16-year-old boy from St. Croix out to sea.
A father and his son and daughter were swimming off Carambola when they became caught in a rip current, according to Coast Guard Public Information Officer Ricardo Castrodad. The father was able to get his daughter to shore, then went back to help his son but “was unable to get him,” Castrodad said.
The daughter called 911 from the shore. The 911 emergency center contacted the Coast Guard command center on Puerto Rico at 5:52 p.m. and a helicopter was dispatched, arriving on the scene at 6:47 p.m., according to Castrodad.
Also involved in the search was the V.I. Police Department’s rescue team, Blue Thunder.
Castrodad said the aerial search continued until about 10:30 p.m. before the helicopter had to return to base. He said the search will resume in the morning with both the helicopter and a fixed-wing aircraft piloted by a volunteer of the Coast Guard Auxiliary.
At the time of the 911 call, the Coast Guard was already involved in a similar search effort in Puerto Rico in which a young married couple was swept off the rocks by huge waves near Arecibo. The husband was able to get to shore, but his 18-year-old wife was still missing as of Friday night.
Both cases highlighted the importance of being cautious and staying away from the water while the heavy surf continues, Castrodad said.
“Do the smart thing,” he said. “Go to the beach and enjoy the weather but stay out of the water. It might look like great weather, but it’s very dangerous.”
On Friday morning the National Weather Service issued a coastal hazard message for the northern coastlines of the U.S. Virgin Islands and Puerto Rico. The message warned of “very dangerous surf conditions” as a result of the large, long-period swells resulting from the passage of Hurricane Igor.
“These long-period swells will continue to result in dangerous surf conditions with frequent life-threatening rip currents,” the message read.
"These narrow outward flowing currents can carry people and animals away from the coast line and out to sea,” the message continued. “If you become caught in a rip current do not panic. Calmly remain afloat. Gather your bearings relative to the beach and swim parallel to the beach. You will eventually leave the grip of those narrow currents and be able to swim to shore.”
The weather service urged local beach goers and inexperienced surfers and swimmers to stay out of the water until the conditions subside, probably late Saturday. It also advised people walking on the beach to watch for waves surging onto the beach. Such waves can sweep a person off the sand and into the sea without warning, the message said, adding that people should also stay off of rock formations.

Ty Warren is lost for the season. This leaves a giant hole at defensive end.
Derrick Burgess showed up. This solidifies the outside linebackers.
Logan Mankins is holding out. We need a left guard, since Nick Kazsur is also out for the season.

Window Frame
I started building a screen window yesterday, and ended up tearing out the whole window frame and replacing it with mahogany.
Now I need to get some more wood for the molding and the screen window. I bet it will look wicked good.

Also, I built part of the medicine cabinet. The back and front panels are glued up. And the sides and tops are ready to chop and glue onto the back panel. And the shelves are also ready.
So, today I will do some assembly and see what happens.
All I need are two hinges (some self-closing), and a little hardware piece, and it will be done.

The Boston Red Sox won once more last night, and actually outscored the opponents at the same time.
However, Kevin Youkilis was lost for the season when thumb xrays and diagnosis showed he had done something.
I am not going to mention the total injuries this year, but they include
Ellsbury and Cameron in the outfield
Pedroia and Youkilis in the infield
Martinez and Varitek at catcher
Beckett and Matsuzaka pitching
All on the disabled list.

The hurricane is just a squall now
Tropical Storm Colin, which looked like a giant nuisance three days ago, is now a remnant low, but will get us with rain and squalls.

Tropical Storm Colin, which became a named event Tuesday morning, is rapidly falling apart, National Weather Service meteorologist Rafael Mojica said Tuesday.
However, the territory will get rain and gusty winds starting Wednesday afternoon as the outer bands of what forecasters are designating Tropical Depression Colin pass through the territory.
“You’ll get squally weather,” said Mojica, speaking from San Juan.
And that squally weather is going to stick around till late Saturday because the system is carrying so much moisture, he said.
According to Mojica, residents have no need to close their hurricane shutters or board up their houses.
As of 5 p.m., the storm is centered at 15.8 degrees north latitude and 53.8 degrees west longitude.
The wind speed stands at 40 mph, with gusts up to 50 mph. It is moving west-northwest at 35 mph. The barometric pressure stands at 1006 millibars or 29.7 inches.
The National Hurricane Center issued its last advisory at the 5 p.m. update because the storm is disintegrating into what Mojica called a remnant low. While the graphs call it a depression when it passes northeast of the territory, Mojica said a remnant low is a better term.
Mojica expects a weather system that forecasters have identified far out in the Atlantic to miss the territory. As for the one behind that one, Mojica said it’s far too early to tell if it will impact the territory or not.

Previously undocumented coral colonies are alive and well among Hurricane Hole's mangrove roots.
A new find at Hurricane Hole National Monument provides some hope when it comes to the state of the territory’s corals. Caroline Rogers, a U.S. Geological Survey coral reef ecologist based on St. John, found previously undocumented coral colonies growing among Hurricane Hole’s red mangrove roots.
“I was absolutely amazed at the abundance and diversity,” Rogers said.
She found over 50 species of corals, sponges and “amazing” anemones, Rogers said.
Usually, corals grow on reefs. Rogers said that mangroves are not the normal hosts for coral colonies because the water tends to be murky.
According to Rogers, her find raises numerous questions, including why they’re thriving in this location.
“It’s fascinating from the point of view of biodiversity,” Rogers said.
She suggested that the shade cast by the mangroves might be one of the reasons.
“And we have to take a closer look at water temperature,” she said.
Some of the Hurricane Hole coral colonies are so large, Rogers said, they were surely in place before the bleaching episodes in 2005 and 2006 decimated the islands coral reefs.
Unfortunately, no one created a baseline study of Hurricane Hole’s mangroves, so Rogers doesn’t know what they looked like before her discovery.
The area is in the national monument, but Hurricane Hole isn’t that easy to get to unless people go by boat.
This is good news for the coral colonies growing on the mangroves because it will keep inexperienced snorkelers from damaging the fragile corals. However, Rogers said that boaters still speed through the area, churning up the water to the point that the sediment could harm the corals.
“This will clog up the filter-feeding organisms,” she said.
While Rogers, an avid underwater photographer, discovered the Hurricane Hole coral colonies while snorkeling for fun, the Geological Survey is now funding research into the matter, she said.
Rogers said she hopes her discovery will encourage people to further protect the mangrove’s coral colonies.
Mark Hardgrove, superintendent of both the national monument and V.I. National Park, several months ago instituted a ban on commercial boating use of the monument until a master plan is developed.
However, he said Tuesday that he’s learned he has the authority to issue commercial-use permits without the master plan. He said that within the next couple of weeks, the park will issue permits to companies that take visitors on tours aboard power boat, sailboat and kayaks.
Since the park isn’t running any ranger-led tours of Hurricane Hole, those companies will be the ones to provide information about the monument to visitors, Hardgrove said.
He spoke about the importance of Rogers’ discovery to the monument.
“It’s surprising that the roots are hosting the corals,” he said.

Fuel Prices to Drop at Hovensa-Supplied Stations

The Department of Licensing and Consumer Affairs announced Wednesday that the Hovensa refinery's wholesale rate dropped by 29 cents a gallon for regular and 39 cents for premium, while diesel prices went down 23 cents per gallon.
The price change took effect Thursday and impacts only those stations that buy fuel from Hovensa.
This means prices at the pumps should follow suit, giving drivers a sizable break on what they spend on gas.
According to Licensing and Consumer Affairs spokesman Shayla Solomon, Licensing will check prices at the pump Thursday on St. Croix and Friday on St. Thomas and St. John. However, the price decrease may not be reflected in this week’s survey because the price customers pay is based on what the gas station paid for the fuel.
“If we bought gas at the old price and it’s still in our tank, our prices will not drop till we get gas,” Chris Todman, an owner at E&C gas station on St. John said.

The Department of Licensing and Consumer Affairs announced Wednesday that the Hovensa refinery's wholesale rate dropped by 29 cents a gallon for regular and 39 cents for premium, while diesel prices went down 23 cents per gallon.
The price change took effect Thursday and impacts only those stations that buy fuel from Hovensa.
This means prices at the pumps should follow suit, giving drivers a sizable break on what they spend on gas.
According to Licensing and Consumer Affairs spokesman Shayla Solomon, Licensing will check prices at the pump Thursday on St. Croix and Friday on St. Thomas and St. John. However, the price decrease may not be reflected in this week’s survey because the price customers pay is based on what the gas station paid for the fuel.
“If we bought gas at the old price and it’s still in our tank, our prices will not drop till we get gas,” Chris Todman, an owner at E&C gas station on St. John said.

Recliner
I ordered a recliner from somebody.
It was $1,495 in the swivel/glider style with the better leather selection.
The cloth horse or whatever on st thomas tried to charge me $1,995, less $200, for the same recliner, with my neighbor taking a huge commission for doing nothing.

Number One
I swam 2.25 miles yesterday from Maho, past Cinnamon, and on to Trunk. In the so-called "Intermediate Assisted Male" category. At the start, it looked like there were 3 other men in the category, but I was the only one who was an official finisher, so I won.
Comments:
Cinnamon Bay looked like a real good option at about 3/4 mile into the swim.
When I passed the Cinnamon buoy and kept going, I got a big energy boost.
It is probably better to train a bit.
Next year I will have to defend my title.

Registration is now under way for the seventh annual Beach-to-Beach Power Swim sponsored by Friends of V.I. National Park.
"It's a great event. It's a great personal challenge, and it's also a lot of fun," Friends President Joe Kessler said.
Proceeds from the May 30 race support the park’s Learn to Swim program and other projects in support of the park.
The Beach-to-Beach Power Swim has four simultaneous events, all starting at Maho Bay. For solo swimmers, the short course runs one mile from Maho Bay Beach to Cinnamon Bay Beach; the 2.25-mile intermediate course is from Maho Bay Beach to Trunk Bay Beach; and the 3.5-mile long course runs from Maho Bay Beach to Hawksnest Bay Beach.
For the relay event, three-person teams will swim from Maho Bay Beach to Hawksnest Bay Beach, with transition points at Cinnamon Bay Beach and Trunk Bay Beach.
To make the event as accessible as possible to swimmers of all levels, swimmers may compete using snorkels, fins, and/or exposure suits in a separate category of “assisted” swimmers. However, swim paddles, webbed or training gloves and other swim aides are not permitted.
A beach party and awards ceremony that is open to the general public will be held at nearby Oppenheimer Beach. It starts at 11 a.m.
The event needs volunteers to serve as safety kayakers, and on the beaches and at the party.
Practice swims will be scheduled for the weeks preceding the race. The schedule will be announced soon.
Kessler suggested that spectators can watch the race from Maho, Cinnamon, Trunk and Hawksnest beaches.
The fee to register through May 7 is $30 for adults and $15 for youths 17 and under.
Registration from May 8 through 28 runs $40 for adults and $15 for youths 17.
The last time to register is at the pre-race meeting on May 29. The fee is $50 for adults and $25 for youths. There is no registration on the day of the race.

Customer Service
Shitty customer service from the cloth horse or whatever the name of that shitty store is on st thomas. 12 weeks after I ordered a recliner, it still hadn't been delivered, even though it was a 6-8 week lead time item. Turns out the manufacturer went out of business and the store never bothered to inform me. Further, the price was way out of sight -- as in way too high -- and my neighbor took 25% commission for just sending me to this shitty store with its high price.
So EAT IT shitty store and neighbor who tried to screw me.

Here is the poop on whitetail deer reproduction.
100 does produce 140 fawns. About 30% of the fawns die in the first few months. That means that there are about 100 fawns that survive for 100 does. So, a population of 200 deer becomes 300 deer in a year, a 50% increase.
Here's the math. Start with 200 deer.
Start of year 1. 200. 100 males, 100 females.
End of year 1. 300.
End of year 2. 450.
End of year 3. 675.
End of year 4. 1012.

A year later, 94 percent of whitetails and only 68 percent of mule deer become pregnant as yearlings. About 79 percent of pregnant whitetail does carry twins or triplets, while only 52 percent of pregnant mule deer does have multiple births.
At birth, a female fawn weighs about 5 1/2 pounds, and a male about 7 1/2 pounds. A fawn is capable of walking shortly after birth, but its movement is limited during the first few days. When the fawn is two or three weeks old, it begins eating vegetation in addition to nursing. The Boston Red Sox won yet again, sweeping Tampa Bay. Amazing, considering that in each game, Tampa scored more runs. The Red Sox don't mind giving up more runs as long as they win the game, which they did yesterday.

Arguing for the increased conditions of her bail, DOJ prosecutor Denise George-Counts said Rey has demonstrated a pattern of taking investment money and leaving a community without looking back.
With a lack of strong ties to the Virgin Islands, and possible access to millions of dollars in ill-gotten gains stashed outside the United States, “This defendant has shown that she is likely to leave,” George-Counts said.
George-Counts said her ongoing investigation has shown that the third-party custodians Rey had been previously released to under the former bail terms had actually profited from Rey’s alleged schemes and therefore were not likely to turn Rey in if she violated her bail.
Adding a cash bond to the bail would “give her something to lose” if she fled the territory.
According to George-Counts and government witness James McCall, the former V.I. police commissioner and now the Justice investigator leading the case, Rey cheated between 50-60 people in Anguilla, Antigua, Colombia, Panama, St. Lucia, St. Maarten, St. Thomas, and Tortola, Atlanta and Florida. She also owns a shell business in Hong Kong, abandoned an attempt to form a bank in Anguilla, has business dealings in Belgium and holds bank accounts in Nevada.
According to the DOJ, Rey ran an investment scam through her Rey Financial, LLC, and Paramount Group, LLC, in which she offered investors “risk-free” investment plans offering “double returns.”
After investors either deposited their principal in a Bank of America account in Nevada – or gave her cash, as she required in some foreign countries – she promised that investment would be returned in full after a given time, plus the profit. Not only were there no returns, but Justice says none of the principal was ever returned and has since disappeared from all of her traceable bank accounts.
On paper, Rey has no money and no assets.
“We do not see that any of the assets remain in the territory or even in the country,” George-Counts said in the bail hearing on April 15.
After a lengthy investigation led by the DOJ Special Investigations Division and White Collar Crime and Public Corruption Division, Rey was arrested in Miami on Feb. 8 and extradited to St. Thomas in March.
She is charged with being involved in a criminally influenced and corrupt organization, obtaining money by false pretense, drawing or delivering worthless checks, being an unregistered broker dealer and securities fraud.
Investigators have seized computers, documents, cell phones and other items from the offices of Rey Financial, LLC, in Times Center in Tutu and a family residence she stayed at in Frydenhoj.
No trial date is in sight as agents from the DOJ and the federal Internal Revenue Service expand their investigation.
“Victims are still calling in,” George-Counts said.

I am going to start a wicked exercise program on April 14, exactly 1 month prior to my sailing trip, where I captain a Benetau 50.5 out of Roadtown, Tortola, BVI.

Photos in Tradewinds
Tradewinds published photos of Chocolate Hole Beach yesterday. Shows the effect of the sea and nature on the alleged "pilot" program of beach enhancement by the Pond Bay Club dicks. As predicted, the pilot didn't work. The first winter storm pushed all the cobble back onto the cleared area, and then the grasses started growing back. At this point, it is virtually impossible to tell which area had been cleared.

What is wrong with this?
Someone I know got really mad at the hearing for the parking when the bathroom plan was discussed. The Port Authority is totally open to having public bathrooms as needed. The plan will evolve. Also, trees will be planted and watered. Also, the parking lot will not be monitored and parking will be free. This is a major plus for everybody. Negativity should not be allowed.

Look for the 150 new parking spaces at Enighed Pond Marine Terminal to be done by the next winter tourism season, St. Thomas architect Robert deJongh said following a meeting Wednesday of the St. John Coastal Zone Management Committee.
The committee approved the V.I. Port Authority's request to modify its 1994 CZM permit to allow for the parking, as well as a request from G.E. Marsh Legacy Development and Holding Group Inc. for a commercial development in Coral Bay.
The lack of parking is often cited as the number one problem in Cruz Bay. The parking, which will be free, should help alleviate that problem, but those who use the facility will face about a 10-minute walk to reach the heart of Cruz Bay. VIPA Director Kenn Hobson said following the meeting that the agency has no plans to provide a shuttle.
"We can't afford that," he said.
Hobson suggested that a St. John entrepreneur could charge for the shuttle service.
St. John Administrator Leona Smith said that her office is working on a solution to the problem.
Several CZM Committee members asked that the Port Authority expand the one male and one female public bathrooms planned for the outside of the proposed dock master's office to be built at Enighed Pond.
"One potty is not enough," CZM Committee member Andrew Penn said.
In a presentation to committee members, deJongh outlined the construction process for the Enighed Pond parking. The dredged spoils now sitting adjacent to the pond will be replaced with multiple layers of material. First the area will be excavated to three feet below grade level. Alternating layers of geotextile fabric and crushed stone will be put in place with gravel on the top.
"It will create a structural crust," deJongh said.
DeJongh initially thought the dredged area would be too soft, but he said an investigation showed it would support cars but not buildings.
The interior space of the parking area will be developed by the Port Authority when it stabilizes in about 20 years, VIPA engineer Dale Gregory said.
Lighting will also be installed. Eight to 10 feet at both ends of the boomerang-shaped parking area will be reserved for landscaping, de Jongh said.
The CZM members urged the Port Authority to make the area attractive.
"It has to be first class," CZM member Gerald Hills said.
Hobson said the Enighed Pond parking project will go out for bid in 15 days.
Representatives from G.E. Marsh had presented their project to the CZM Committee in October. The committee took only a few minutes to grant the company a permit for a commercial, business, residential, and recreational complex that includes an open-air theater.
The site sits on five acres in an area of Coral Bay often referred to as the flats. Currently, Love City Minimart, Domino gas station and a house are on the property.
For both projects, the CZM Committee imposed some conditions. They included the requirement that both construction vehicles and those belonging to construction crews be parked on the site, not on the adjacent roads.
In the case of G.E. Marsh, the committee mandated that all dirt from digging and grading be surrounded by a dike-and-swale system to ensure that erosion and sedimentation is minimized. Stockpiled dirt must be seeded to prevent wind erosion.

After months of preparation, hundreds of census takers hit V.I. streets Thursday to begin picking up the Census 2010 questionnaires and conduct interviews with local residents.
Thursday was proclaimed "Census Day" by Gov. John deJongh Jr., who urged residents to fill out their forms so that census officials can get an accurate count of just how many people are living in the territory.
The information gathered will determine how much federal funding the territory will receive over the next decade, and help the government see how it can better serve the community.
"This information is used by a multitude of different public agencies," Ayishih Bellew, Census Office manager for St. Thomas-St. John, said Thursday. "It's used to help us plan, to determine which of the services we offer need to be increased or decreased."
And in terms of funding, information—such as the number of children living in the territory or the number of cars per household—helps the federal government factor out things like education dollars or money for roads, Bellew added.
The territory's census questionnaires, which have already been mailed out, are unlike those being sent out across the mainland, and contain more questions than they did before.
For the first time, residents will be asked to fill out questions on their health insurance status, what mode of transportation they use to get to work, or whether they are veterans collecting disability benefits, Bellew explained.
"It's definitely comprehensive," she said.
The official count started around 9 p.m. Wednesday, when census takers began with the territory's homeless population. After wrapping up around midnight, they picked up again around 6 a.m. Thursday, and hit the streets to pick up questionnaires a few hours later.
In the Census Office on St. Thomas, balloons and posters decorated the walls, while the census employees were decked out in red to celebrate the day.
"We've been preparing for this for months," Bellew said. "It's very exciting."
Residents should know that their census information is confidential and will not be given out to any other department, agency or organization, Bellew added.
"We're just trying to make sure that we count everyone," she said. "It doesn't matter your ethnicity, and we're not concerned about undocumented individuals. We just want to count you."
Residents are also being asked not to mail in their questionnaires, but to hold on to them until an official census taker -- who will be dressed in uniform and carrying identification -- comes to their house to pick up the forms. For those who share mailboxes and only get one questionnaire, the census takers will have extra forms, Bellew said.

Go green, save electricity and cut your electric bill with solar-assisted air-conditioning. That was the message delivered Thursday by Gary R. David, manager of Dr. Cool air conditioning, who spoke at the Island Green Building Association's monthly meeting at Mongoose Junction shopping center.
"It drops electricity use by an average of 30 percent," David said.
While each installation is different, David said that a typical solar-assisted 12,000 BTU air-conditioner costs about $4,000, including installation, while a conventional unit runs about $3,000 installed.
In a technical discussion about this new technology, David said that the sun superheats the refrigerant prior to its going into the condenser. This reduces the load on the compressor.
While electricity is needed to power the fan and the compressor, the new technology uses corn oil as the heat-transfer agent.
David added that the corn oil is environmentally safe—unlike chemicals used in conventional air-conditioners. "So if it gets broken by a hurricane and [the corn oil] goes into the ground," David said, there's no worries about ground contamination.
The solar-assisted air-conditioners also save electricity by running the compressor at a variable speed. The compressor in conventional units runs at 100 percent all the time, which uses more electricity, David said.
The solar-assisted air-conditioners are also quieter than their conventional counterparts, David said.
Except for the collection tubes, which are made in Malaysia, the solar-assisted units are made in the United States.
While this technology is still new to the territory, David said that in a few months units will be available that heat water as well as cool rooms.
David also had a tip for people who air-condition their homes. He said it makes no sense to run a ceiling fan while operating the air-conditioning because the fan draws the hot air down.
"Leave the hot air up there," he said.

David also had a tip for people who air-condition their homes. He said it makes no sense to run a ceiling fan while operating the air-conditioning because the fan draws the hot air down.
"Leave the hot air up there," he said.

Lugo Caps Regatta with Win in IC24 Class

A year ago Puerto Rico's Fraito Lugo lost the IC 24 Class at the International Rolex Regatta in the final races on the last day. Sunday, at the 37th regatta, he and his team aboard Orion had padded their score line over two days and followed form on the third to win the class and a Rolex timepiece.
Lugo, who awarded the watch to his trimmer, Milton Gonzalesz, now can claim eight International Rolex Regatta victories in a variety of classes.
"We feel so happy," said Lugo on behalf of his Orion team, which wound up with 59 points to beat out Colin Rathbun of Road Town, Tortola, BVI, aboard Lime, with 76 points.
"After the first three races today we knew we were clear to win. Our plan was to have no fouls and sail consistently. We had very good speed today, and that was the difference."
The IC 24s, hybrid one-designs that combine a J/24's body with a Melges 24-style cockpit, continued with short round-the-buoy races after the event's opening "town races" on Friday, while their counterparts in six other classes – IRC, Spinnaker Racing 1 and 2, Non-Spinnaker Racing, Spinnaker Racing/Cruising and Beach Cats – took to the more scenic winding courses through and around the cuts, cays and islands off the east end of St. Thomas.
"This year we arranged for some races to snug up next to St. John, so competitors could expand their horizons and our sister island could share in some of the excitement of seeing the spectacle of the fleet racing," said Regatta co-chair John Sweeney. "For the same reasons, we had the IC 24s racing off the beachfront at the Ritz Hotel on Saturday, and later that night, hundreds of sailors, organizers, volunteers and townspeople took part in a giant reggae music concert and food festival at Yacht Haven Grande, where some of the event's larger boats are berthed. All to say, everyone really enjoyed getting around to different places on the island and out on the water."
The battle in Spinnaker Racing 2 Class that had been set up yesterday between Christiansted’s Chris Stanton aboard Melges 24 Devil 3 and Tortola’s Dave West on Melges 32 Jurakan, ended with Stanton’s team beating out West’s by four points in overall scoring. According to Stanton's brother Peter, his tactician and jib trimmer (who accepted the Rolex timepiece), the first of two races today was short enough that "no one could get away."
In fact, the first eight boats in the class were within slightly more than minute of each other at the finish, but Jurakan took the race victory over second-place Devil 3, beating them by 20 seconds on corrected time.
"Then it was whoever-beat-whom in the second race for determining who would win” the regatta, said Stanton.
In IRC class, Richard Oland's Vela Veloce of New Brunswick, Canada, with Brian Ledbetter of Seattle, Wash., driving, posted a final score of 13 points to beat out Austin and Gwen Fragomen's Interlodge from New York City.
The fourth winner of a Rolex timepiece was James Dobbs of Antigua aboard J/122 Lost Horizon in Spinnaker Racing/Cruising Class.
"I knew which boats had a chance of winning before the race," Dobbs said, referring to a tight group at the top of the scoreboard that included second-place finisher Three Harkoms, a Beneteau 442 skippered by James Hudleston of Yarmouth, UK. "I've sailed against them before, and they are serious about racing, as we are."
Antonio Sanpere of Christiansted aboard his J/36 Cayennita Grande finished out his Non-Spinnaker Racing series with an unbeatable string of five victories in as many races. The Farr 65 Team On-Deck/Spirit of Isis from Antigua, skippered by Luiz Gonsalves, beat out Kialoa V in overall scoring in CSA Spinnaker Racing 1 class, while John Holmberg' of St. Thomas prevailed to win the Beach Cat class aboard Hobie 16 Time Out.
A.H. Riise, Official Retailer of Rolex watches in the U.S. Virgin Islands, takes an active role in sponsorship of the event. The St. Thomas shop is one of the largest in the Caribbean and is located on the historic waterfront of downtown Charlotte Amalie.
